Tropical Storm Dorian heads toward Puerto Rico, Dominican, expected to strengthen

Tropical Storm Dorian churned toward Puerto Rico and the Dominican Republic on Tuesday and was expected to be close to hurricane strength when it nears the islands on Wednesday.
